WANTED:

 

SARS is looking for a dynamic individual with a high level of integrity, work ethic and honesty that demonstrates initiative and innovation to promote ethics and integrity. S/he must be able to apply practical and applied knowledge and act authoritatively to identify new methods, systems and procedures, trends, and identify risk.

They should possess knowledge of pre-employment screening especially as it relates to applicable legislations, regulations, policies and provide advisory opinions. S/he should be able to act independently, have a strong analytical and interpretation skills and excellent written and verbal communication skills. S/he must be able to build and maintain relationships with internal and external stakeholders. The individual should display commitment to organisational values and commitment to achieve the SARS strategic objective to build public trust and confidence in the tax administration.

 

Job Purpose

 

To conduct security vetting investigations of SARS employees and relevant service providers in order to determine the security competence and employee suitability.

 

Education and Experience

 

Relevant Bachelor’s Degree / Advanced Diploma (NQF 7) AND 5-7 years’ experience in a similar environment, of which 2-3 years ideally at functional specialist level.

 

Or

 

Senior Certificate (NQF 4) AND 10 years related experience.

Outputs

 

  • Utilise technology to embed the appropriate policies and processes in support of integration principles.
  • Ensure accurate record keeping of all the relevant documentation in line with standard operating procedures.
  • Builds and maintain networks and relationships with business partners to secure necessary resources to achieve objectives.
  • Analyse and evaluate information and conduct required assessments.
  • Conduct investigations in order to determine suitability and potential risk for the organisation.
  • Assess risk profile of each request and determine modus operandi per individual investigation.
  • Planning and scheduling of interviews with relevant references, as per individual vetting need.
  • Conduct and summarize applicable record checks and personnel suitability checks.
  • Conduct interviews in accordance with State Security Agency (SSA) standards and SARS Vetting Policy and Standard Operating Procedure.
  • Obtain cooperation for vetting investigations within the Constitution and policy framework.
  • Collect all applicable vetting information related to integrity and risk profile of an individual.
  •  Establish whether information is correct and sufficient to facilitate recommendations in relation to the risk profile.
  •  Complete vetting report in accordance with the prescribed standards.
  •  Make a recommendation in terms of the subject security competence.
  • Provide advice and guidance on the interpretation and application of legislation, policies and procedures.
  • Provide support to co-workers, including on the job training to junior vetting personnel
  •  Mitigate, monitor and report on identified risks.
  • Develop and oversee the implementation of communication processes, interventions, projects and campaigns that support SARS overall strategic plan.
  • Develop and maintain productive working relationships with peers, SARS role players and third parties to achieve predefined objectives.
  • Execute specialist input through investigation &opportunities within the product process including risk concern.
  • Provide specialist input through the investigation of opportunities for operational and process product and risk optimisation.
  • Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities.
  • Apply practical and applied knowledge and act authoritatively on methods, systems and procedures to identify trends and potential risks.
  • Communication of situational interpretation and judgement of work outputs and queries in area of specialisation.
  •  Correctly apply policies, practices, standards, procedures and legislation in the delivery of work outputs.
  • Draw on own knowledge and experience to diagnose symptoms, causes and possible effects in order to solve emerging problems.
  • Initiate process and procedural change, implement the change and provide guidelines and support related to new requirement as a result of the change.
  • Plan for value-added process improvements, initiatives and services to deliver on operational strategy and objectives.
