Competencies: Extensive knowledge of constitutional, legal and institutional arrangements governing the South African public sector; Extensive legal knowledge with a specific focus on Constitutional Law, Administrative Law and the Law of Contract; Extensive knowledge of the South African legal system; Knowledge of the policies of the government of the day, with specific reference to the Provincial Strategic Plan; Knowledge of global, regional and local political, economic and social affairs. Knowledge of intergovernmental and international relations; Knowledge of people management and administrative systems and processes; Knowledge of financial management processes; The ability to give independent advice on complex legal matters; The ability to brief and oversee the work of senior managers and high-level legal professionals; Excellent inter-personal skills; Excellent communication skills; Excellent negotiating and problem-solving skills; Outstanding planning, organising and people management skills; Access to and the ability to develop and maintain networks relevant to the task environment; Computer literacy skills;
- Provide strategic leadership and guidance in the development of GDED policies, legislation, strategies, and procedures. Guide the provision of legal advice and opinions in the department. Facilitate regulatory compliance in the GDED. Institutionalise and risk management framework to support implementation of legislative, statutory, regulation and policy requirements. Provide sound legal advice and litigation support to the GDED. Manage litigation services. Manage consultants and preparation of court documents. Formulate legal opinions. Monitor legal compliance with national and continental instruments. Draft and amend legislation and legal instruments. Execute all administrative legal actions to ensure compliance. Draft service level agreements. Negotiate and legal contracts. Coordinate policy development services. Conduct a needs analysis for capacity building GDED on legal compliance and understanding. Develop strategies and materials for capacity building internal stakeholders on legal matters. Consults get approval and implement capacity building strategies. Establish relationships with external service providers. Manage relationships with internal and external stakeholders. Legally represent the Department on relevant platforms. Monitor the implementation of new and existing legislation that has an impact on the mandate and the functioning of the Department. Take overall management and accounting responsibilities in respect of the financial, human, and physical resources of the Chief Directorate. Provide leadership and guidance in the development and implementation of norms and standards; identify weaknesses and gaps in service delivery and implement innovative opportunities to improve service delivery for the Chief Directorate
